Explanation
BACKGROUND: Canine "Paz", a Bomb Squad dog, was acquired by the Division of Fire in 2010; "Paz" was retired from active service in June 15, 2017 and is now living with his handler, Firefighter M. Lewis Smith.
It is recommended that "Paz" be sold to Firefighter M. Lewis Smith, who will continue to provide a good home to this canine that has served the citizens of Columbus since 2010. Firefighter Smith has signed a general release document that relinquishes the City of Columbus from any liability as it relates to the post retirement care and control of Bomb Squad canine "Paz", and assigns that liability to Firefighter Smith.
FISCAL IMPACT: There is no fiscal impact upon the Fire Division due to this ordinance.

To authorize and direct the Finance and Management Director to sell to Firefighter M. Lewis Smith, for the sum of $1.00, a Bomb Squad canine with the registered name "Paz", which has no further value to the Division of Fire, and to waive the provisions of the Columbus City Codes - Sale of City-Owned Personal Property. WHEREAS, canine "Paz", a retired Bomb Squad dog with the Division of Fire since 2010, is authorized to be sold to handler Firefighter M. Lewis Smith; and
WHEREAS, it is in the best interest of the City to waive the relevant provisions of Chapter 329 of City Code relating to the Sale of City-Owned Personal Property to permit the aforementioned sale; and
WHEREAS, the City should allow this canine to be purchased by Firefighter M. Lewis Smith for the sum of $1.00; and
WHEREAS, it has become necessary in the usual daily operation of the city to authorize the sale of this canine for the public, health, safety, and welfare; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Finance and Management Director be and is hereby authorized and directed to sell a Bomb Squad canine with the registered name of "Paz" to Firefighter M. Lewis Smith.
