Explanation
BACKGROUND: The Division of Fire was awarded a grant from the Department of Homeland Security to purchase thirty-six (36) tactical ballistic vests and helmets from Vance’s Law Enforcement of Columbus. These vests and helmets are Protech APV Tactical Vests and Protech Delta 4 helmets which are equal to the equipment Columbus Police Department's SWAT teams currently use. The Protec equipment meets all requirements of specifications of ballistic protection. This equipment will be utilized by all members of the Division's Bomb Squad and Canine Teams for use in any possible explosive incidents and searches. The Bomb Squad's current vests have exceed the expiration date of five (5) years. The total cost of this equipment is $85,625.28, the payment of which will be issued by Franklin County, on behalf of the Department of Homeland Security and Ohio Emergency Management Agency. The City of Columbus and Franklin County entered into an Intergovernmental Agreement via Ordinance 2757-2014 to enable this type of purchase.
This legislation will authorize and direct the Director of Finance and Management to execute those document necessary for the acquisition of this equipment.
Bid Information: Pricing for this purchase has been obtained from an existing Universal Term Contract (UTC) between the City of Columbus and Vance’s Law Enforcement (SA005087/FL005707). This purchase between the City of Columbus and Vance's Outdoors Inc. is authorized by Ordinance 2313-2013.

Emergency Designation: The Division of Fire request emergency legislation so that the purchase of the equipment may conclude prior to expiration of the grant period.
