Explanation
The Transportation Division is responsible for street cleaning in Columbus. Debris gathered as a result of street cleaning, brush clearing and other street maintenance activities is dumped at the landfill operated by the Solid Waste Authority of Central Ohio (SWACO), cc#31-1338559. This legislation authorizes the expenditure of up to $215,000.00 for tipping fees at SWACO's landfill. This legislation also waives the formal competitive bidding requirements of the Columbus City Code. Even though refuse disposal services are available in the market place other than those offered by SWACO, competitive bidding must be waived because of the City's contractual relationship with SWACO. Fees are determined based on SWACO's rate setting process in which the City of Columbus has participated, based upon its membership on the SWACO Board.

Monies are available in the Transportation Division's 2006 Street Construction, Maintenance and Repair Fund appropriation for this expenditure. The authorization for tipping fee expenditures was $160,000.00, $192,000.00 and $218,100.00 for 2003, 2004 and 2005, respectively.

Emergency action is necessary to ensure that funds are available and there is no lapse in service or late fee assessed.
