Title: To grant an extension of injury leave for Officer Blake Andrews for the period December 28, 2024 to July 29, 2025, as recommended by the Board of Industrial Relations; and to declare an emergency.
Explanation
Police Officer Blake Andrews was injured in an on-duty shooting incident on July 6, 2023. He was critically injured when he was shot multiple times, in the line of duty, by a robbery suspect. Since the shooting, Officer Andrews has had many complications including multiple lengthy hospitalizations as well as several surgeries. He currently has additional surgery scheduled. Officer Andrews has exhausted his initial injury leave, a subsequent injury leave extension as provided in Article 30 of the collective bargaining agreement between the City and the Fraternal Order of Police (FOP), Capital City Lodge No. 9 and a prior extension recommended by the Board of Industrial Relations and approved by City Council.

Officer Andrews requested an extension of injury leave through the Board of Industrial Relations as provided in Rule 5 of the Rules of the Board of Industrial Relations. At the January 27, 2025 Industrial Relations Board meeting, and at the recommendation of the Police Chief and Director of Public Safety, the Board voted to recommend to City Council the approval of an extension of injury leave for Officer Andrews.
