Explanation
The purpose of this legislation is to authorize the Public Utilities Director to enter into contract with PAE and Associates Incorporated for the Installation of Aluminum Handrails at the Southerly Wastewater Treatment Plant.
The Southerly Wastewater Treatment Plant has numerous open concrete settling tanks that feature safety handrails around their perimeter to prevent personnel and objects from falling into the tanks. The tanks have been constructed over the last fifty (50) years and utilize various styles of handrails. Existing handrails and railing systems in several plant locations are unsafe due to deterioration and are in need of immediate replacement. This project will be phased in over the next 3 years.
Formal bids were opened by the Director of Public Utilities on May 28, 2003 and three (3) bids were received. The results of those proposals is as follows:
PAE and Associates Inc: $454,200.00
Bale Contracting Inc: $515,540.00
The Righter Company Inc: $712,750.00
SUPPLIER: PAE and Associates Incorporated: (31-1365501)
FISCAL IMPACT: $500,000.00 is budgeted for this project. Funding includes contingency dollars.
Emergency legislation is being requested so that the installation of the handrails can commence as soon as possible.
