Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Nexplanon (Etonogestrel Implant) with Theracom LLC. The Columbus Public Health Department is the sole user for the esonogestrel implants which are used as a method of birth control. Theracom LLC is the sole source for this implant as they are a sole distributor of the products. Pricing was obtained from a bid proposal submitted by the supplier. The term of the proposed option contract would be approximately two (2) years, expiring December 31, 2025 with the option to renew for one (1) additional year. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO002253.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance to ensure that Nexplanon (Etonogestrel Implant) is readily available for contraceptive services provided in Health clinic operations.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
FISCAL IMPACT: The expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO002253.
