Explanation

Background: This ordinance authorizes the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contracts Purchase Agreements for vehicle upfits for the Division of Water.

The Purchase Agreement associations listed require approval by City Council in order for the division to expend more than $100,000.00, per Columbus City Code Chapter 329.

Universal Term Contract Purchase Agreements:

Purchase Agreement Title Current Vendor Vendor # Contract Compliance Expiration
Vehicle Upfits UTC Ace Truck Body Inc. 004484 7/11/2027
Vehicle Upfits UTC Rose Karl Erich (DBA KE Rose Company LTD) 004889 9/4/2028
Vehicle Upfits UTC Messer Work Van Solutions 038425 Update Pending

Fiscal Impact: $803,651.12 is available from within the Water Operating Fund.

$267,990.00 was spent in 2025
$439,235.00 was spent in 2024

Emergency Justification: Emergency action is requested because the new Ford-ordered trucks are now being delivered and will need upfitting to avoid warranty loss from inactivity if not completed. The loss of several vehicles due to mechanical failures and accidents has left the department short on vehicles to provide services.
