Explanation
The purpose of this ordinance is to authorize the City Clerk to enter into a grant agreement with the non-profit Kaleidoscope Youth Center (KYC) in support of its general operations. This ordinance authorizes an upfront payment to KYC to support these efforts as it seeks to wind down its housing program operations. Kaleidoscope does not currently have sufficient funds on-hand to await reimbursement for expenses incurred.
Kaleidoscope Youth Center is the largest and longest standing organization in the state of Ohio that is dedicated to centering the needs and experiences of LGBTQIA+ young people. Council is proposing $50,000.00 in funding for KYC. For 30 years, KYC has built a legacy of serving the community through dynamic youth centered programming, and responding to the needs of LGBTQIA+ youth and young adults. Recently KYC has experienced a loss in state funding. Operational funding from the City to support its workforce will allow KYC to solidify the internal capacity of the organization, maintain client-centered relationships, and strengthen its ability to sustain programs to continue its work within the community.
FISCAL IMPACT: $50,000.00 is available within the Neighborhood Initiatives subfund for this purpose.
EMERGENCY DESIGNATION: An emergency designation is requested in order for KYC to sustain operations continuing through 2025.
