Explanation
BACKGROUND:
Need: There is a need to transfer funds within the Fire Safety Bond Fund to fund and to purchase two (2) tractor drawn aerial ladders. This ordinance amends the 2006 Capital Improvement Budget and authorizes the transfer of $238,705.00 from the Fire Station Land Acquisition Project to the Fire Apparatus Replacement Project, and enters into a contract for the purchase of tractor drawn aerial ladders for the Columbus Fire Division.
Bid Information: This ordinance also authorizes the Finance and Management Director to waive the provisions of competitive bidding and enter into a contract for the purchase of two (2) tractor drawn aerial ladders from American LaFrance.
Formal bids were solicited via SA002111 and opened August 17, 2006 with all bidders submitting non-responsive bids. Specifications were written such that an award was not possible without the waiver of competitive bidding. Bids were considered on an informal basis; the lowest numerical bidder was not chosen in that the apparatus bid did not meet the ladder height requirements, and therefore the next lowest numerical bidder, American LaFrance, was chosen.
American LaFrance is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.

EMERGENCY ACTION is requested so that the construction of this custom apparatus can begin promptly.
FISCAL IMPACT: The transfer necessary for this purchase will be transferred from the Fire Station Land Acquisition Project to the Fire Apparatus Replacement.
