Explanation
1. BACKGROUND
This ordinance authorizes the Director of Public Utilities enter into agreements with Franklin Township relative to the Athens Avenue and Rumsey Road Area Water Line Improvements project, C.I.P. Number 690236-100136, to accept contributions from Franklin Township for construction and inspection costs incurred during the completion of the project for work located within Franklin Township, and to, as necessary, provide a refund to Franklin Township after final accounting is complete or after certification from the Department of Public Utilities, Division of Water, that any funds remaining on deposit are no longer needed for the project and can be refunded.
The Department of Public Utilities, Division of Water intends to complete a water line project in the Athens Avenue and Rumsey Road Area for general rehabilitation of the water distribution system. The project includes replacement of water mains which have exceeded their useful life and construction of new lines to eliminate poor fire flow capabilities and poor water quality. The project work also includes repair of roads dug up to perform the water line work. Franklin Township requested, and the Department of Public Utilities has agreed, to incorporate the pavement milling and resurfacing of the south travel lane on Briggs Road, from Brixham Road to Demorest Road, into the plans while the Department of Public Utilities is doing work on the portion of the same road within the Columbus city limits.

This work is estimated to cost $48,783.00. Franklin Township will reimburse the Department of Public Utilities the entire actual cost of performing this work.

2. FISCAL IMPACT
There is no cost to the City at this time. The construction of this project is scheduled to be bid in May of 2025 with a Notice To Proceed date of 9/22/25.
