Explanation
1. Need: The Division of Sewerage and Drainage has contracted for the construction of the Blacklick Creek Sanitary Interceptor Pt. B Project, which crosses a portion of the Turnberry Golf Course on the southeast side of Columbus. In order to expedite the restoration of the golf course, the Department of Recreation and Parks agreed to administer the procurement and administration of the construction/restoration contract services.
The Dept. of Recreation and Parks advertised a request for bid proposals for this restoration work on June 14, and June 21, with a bid opening on July 1, 2003. No bids were received, although three firms picked up bid proposal packages. The Dept. determined it necessary to contact the firms and request informal sealed proposals from each. Quality Golf, Inc. submitted a contract amount of $298,782.06, and Legends Golf Construction Company submitted a contract amount of $299,167.00. The contract amount of $315,000.00 includes Quality Golf, Inc.'s bid amount plus an additional $16,217.94 for contingency services. This contract will be funded through an Ohio Water Development Authority Loan for the subject sanitary sewer project, and as such it will necessary to appropriate the proceeds of this loan for this work.
2. Waiver of Competitive Bidding Requirements: Both the Division of Sewerage and Drainage and the Department of Recreation and Parks are requesting this City Council to waive the competitive bidding requirements of the Columbus City Codes. This waiver is required to provide the necessary irrigation removal/replacement and overall restoration services required as a result of the installation of a section of the Blacklick Creek Sanitary Interceptor sewer across a portion of the Turnberry Golf Course.
