Explanation
Star a police horse with the registered name of "Rising Star's Oscar", has been with the Mounted Unit since August 2003.
Dr. William M. Gesel, D.V.M., the Mounted Unit's veterinarian, has diagnosed Star with a physical condition called base narrow, rope walker, when he walks. This condition causes him to place one foot directly in front of the other when he walks. By walking in this pattern he is less stable and not as agile when being ridden. Star is also the youngest and has the least amount of training. There have been some minor training issues with Star which could be directly related to his base narrow tracking pattern.
It is recommended that Star be sold to Officer Whitney Lancaster who is familiar with Star's medical problems and his treatment and is the law enforcement officer to whom the animal is assigned.
FISCAL IMPACT:
Since the horse will not be replaced, there will be no fiscal impact on the General fund.

To authorize and direct the Finance and Management Director to sell to Officer Whitney Lancaster, for the sum of $1.00, a police horse with the registered name of "Rising Star's Oscar" (AKA Star) which has no further value to the Division of Police and to waive the provisions of City Code-Sale of City-owned personal property.

WHEREAS, "Rising Star's Oscar" (AKA Star) has been, a horse with the Division of Police since August 2003; and
WHEREAS, Mounted Unit's Veterinarian Dr. William M. Gesel, D.V.M., has determined this horse has a condition called base narrow, rope walker when he walks; and
WHEREAS, Dr. Gesel has requested that Star be retired from duty as Mounted Unit horse; and
WHEREAS, it is in the best interest of the City to allow this horse to be purchased by Officer Whitney Lancaster for the sum of $1.00; now therefore
