Explanation
BACKGROUND: Collector Wells 101, 103, 104 & 115 were constructed in 1978 and constitute the primary raw water source for the Parsons Avenue Water Plant. Changes in drawdown in well 115 in August 2004 prompted a shutdown and video inspection of the wells. Portions of laterals in all four wells were determined to be collapsed or in imminent danger of collapse. A major collapse in any of these four wells would affect the ability of the Parsons Avenue Water Plant to supply water to the distribution system. This legislation provides for the abandonment and replacement of the deteriorated laterals in each well.
The procurement of this contract was conducted in accordance with Section 329.09.
Competitive bids were received and opened at the office of the Director of Public Utilities on November 17, 2004. Of the two (2) bids received, the lowest responsive, responsible and best bidder was Reynolds, Inc.
