Explanation
Background: Phase I of the Seven-County Regional Growth Strategy, conducted under contract by Mid-Ohio Regional Planning Commission and its consultant, concluded in April 2004 with a workshop among regional stakeholders in which alternative growth scenarios for the region were unveiled and participants ranked strategies dealing with growth challenges. Phase II of the Regional Growth Strategy will result in a Conceptual Development Framework illustrating a preferred approach to future development of the seven-county central Ohio region. Phase II of the Regional Growth Strategy will integrate such recent planning efforts as MORPC's Long Range Transportation Plan, COTA's Vision 2020, and the work of the 21st Century Growth Policy Team.
Emergency action is requested so that the contract with MORPC can be executed immediately.
Fiscal Impact: City Council amended the 2005 budget to earmark funds specifically for "effective services" initiatives, for use in part for policy studies and policy development as represented by the work described above. The entire cost of this contract-$122,500-is deemed eligible for funding from that account, which is part of the Citywide account within the Department of Finance. However, because a prior ordinance inadvertently tapped funds within the Citywide account when the intent was to have accessed funds within another account created in Council amendments, the Jobs Growth Fund, this ordinance incorporates expenditure correction action within Section 5 below to bring both accounts into proper balance.
