Title: To authorize and direct The Columbus Health Department to accept a grant from the U.S. Department of Health and Human Services in the amount of $125,000; to authorize the appropriation of $125,000 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency. Explanation

BACKGROUND: The Columbus Health Department has been awarded an additional grant award and two month extension from the U.S. Department of Health and Human Services. This ordinance is needed to accept and appropriate $125,000 in grant money to fund the Healthy Start grant program.

The Healthy Start grant program enables The Columbus Health Department to conduct care coordination in the project area neighborhoods of South Linden, the Near South, and the Near East, focusing primarily on perinatal and infant clients and their families. The goal of the program is to improve perinatal delivery systems in the project communities.

This additional two month grant award is for the period June 1, 2006 through July 31, 2006.

Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.


FISCAL IMPACT: This program is entirely funded by the U.S. Department of Health and Human Services and does not generate revenue or require a City match.

WHEREAS, $125,000 in additional grant funds have been made available through the U.S. Department of Health and Human Services; and,
