BACKGROUND: This ordinance authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Meggitt Training Systems for the renovation of the Police indoor shooting range equipment at the Police Complex, 2609 McKinley Avenue.
The renovation of the indoor shooting range will upgrade the targeting and trap system. The last major renovation of the indoor range occurred approximately 20 years ago. The current targeting and trap system has been heavily used and is in need of replacement. Continued use of the current system may prove hazardous to trainers and officers conducting firearms certifications due to the age of the trap system, which is well-worn, and the need to manually remove spent shells and casings, many of which release lead as a by-product of live fire testing on the range. The new targeting and trap system will ensure safe use of the range and use automation to remove the spent shells and casings.
The original bid specifications drafted by the City did not include a rifle rated safety ceiling or a running target. After consultation with the Division of Police and Construction Management, it was determined that funds are available to include the rifle rated ceiling and the running target. Both items can be supplied by the bidder. The rifle rated ceiling is a safety issue and the running target will enhance Police training. It is advantageous to include both the rifle rated ceiling and the running target as part of this renovation rather than bid separately which may make installation more expensive. Therefore, we are requesting that City Council waive the competitive bidding provisions of the Columbus City Code to allow for installation of the rifle rated ceiling and the running target as part of this renovation.
