Explanation


BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a contract for the installation of a street lighting system with underground wiring under the assessment procedure. Property owners have submitted a petition for a high pressure sodium street lighting system with ornamental poles and underground wiring for Longview Avenue between High Street and Calumet Street.

Resolution Number 204X-02, adopted December 2, 2002, authorized the preparation of plans and specifications. Emergency legislation of necessity, Resolution No. 110X-03, was adopted June 6, 2003. Ordinance Number 2664-2003, determining to proceed, was passed January 12, 2004.

Expenditures include the following:

Construction Cost $44,953.19
Inspection Estimate 14,070.00
D.O.E. Engineering Costs 7,500.00
Notices and Invoices 786.76
Miscellaneous 16,490.05
Interest Expense
($86,000 x 2.15% x 14 months) 2,200.00
Total $86,000.00

All of the above stated costs are estimates except the construction costs that are based upon bids received and opened by the Director of Public Utilities on March 24, 2004.

Five responsive bids were received, one from a female business enterprise and four from majority business enterprises, as follows:
