Explanation

BACKGROUND: The Parking Violations Bureau has a contract with ACS State and Local Solutions Inc. to provide parking ticket processing services for the City of Columbus. The contract requires the supplier to provide a complete turnkey system, including but not limited to hardware, software, supplies, pay-by-phone and pay-by-web services. The original contract was submitted and approved beginning on March 1, 2003. The contract allowed for the option of four one year renewals, this is the fourth and final renewal permitted for this contract. The Contract compliance number for ACS is 131996647, expiring 06/01/2008. This legislation authorizes the modification and extension of the contract in an amount not to exceed $415,000.00

FISCAL IMPACT: Funds for this modification and extension where budgeted for in the 2007 Operating Budget. Ordinance #0169-2003 in the amount of $543,441.00 estabilished the original contract. Ordinance #0415-2004 for $378,000.00, ordinance #1717-2004 for $50,000.00, ordianance #0233-2005 for $599,500.00, ordinance #0222-2006 for $609,200.00 and ordianance #1884-2006 for $90,000.00 established the modifications. The original contract and all modifications including this legislation total $2,685,141.00.

WHEREAS: A need exists in the daily operation of the Parking Violations Bureau in that it is necessary to modify, extend and increase by $415,000.00 the existing contract with ACS State and Local Solutions Inc., for parking violation processing services to be paid thru February 29, 2008; and
