Explanation

BACKGROUND: This ordinance authorizes the Director of the Department of Development to enter into a contract with YAHS Construction Company to provide lawn care service on City owned property being held in the Land Bank and purchased with Neighborhood Stabilization Program funds. YAHS Construction Company (contract compliance # 80-0392038, expires 7/21/11 ) was one of two contractors selected that responded to the request for bids (2010 SA003553). The company was selected based on lowest bid, prior experience, and qualifications. Grass cutting services were started under an initial contract for $18,000 in order to maintain parcels acquired under the Neighborhood Stabilization Program until such time legislation can be prepared and accepted. The term of the contract will last until March 4, 2013 to comply with the obligation requirements established by the Neighborhood Stabilization Program.

FISCAL IMPACT: $195,000 in funding is available from a $22,845,495 Neighborhood Stabilization Program (NSP) grant from the U.S. Department of Housing and Urban Development (HUD).

EMERGENCY JUSTIFICATION: Emergency action is requested in order to continue lawn care services in the neighborhoods.
