Explanation
The Public Service Department, Transportation Division, is undertaking the I-71/Morse Road Interchange Enhancement project. This project is the first of five for the Morse Road - Indianola to Cleveland Avenue corridor and consists of retaining walls, trees and other decorative plantings within the I-71 limited access right-of-way to create an entrance to the commercial section of the roadway. Contract EA 039156-002 with Columbus Asphalt Paving Company, Incorporated, was authorized by Ordinance number 0733-2003E passed on May 12, 2003.

This legislation modifies and increases this construction contract in an amount up to $4,891.82 to pay for overruns in modular block retaining wall materials, additional highway monuments and replacement of an irrigations system controller that was to be re-used from another location but failed to work. Prices were obtained by negotiations with Columbus Asphalt Paving, Incorporated, using past project prices for new items and established unit prices for overruns of existing quantities.

Columbus Asphalt Paving Company's contract compliance number is 31-0857095; this expires on June 30, 2007.

This is a modification to an existing contract. The original contract amount was for $790,814.08. There have been three previous modifications (Ordinance 1786-2003, $53,310.00; Ordinance 1206-2004, $50,000.00; and Ordinance 2230-2004, $9,100.00). This fourth modification is for $4,891.82. The contract total including all modifications is $908,115.90.

Fiscal Impact: Monies for this contract modification are available within the Federal-State Highway Engineering Fund from the cancellation of $4,891.82 from EA 005152/001, the document that established construction inspection funds for the project. These funds are no longer needed for inspection; sufficient other funds remain for inspection.

Emergency action is requested so that the contract can be modified and increased immediately for expeditious project comp...
