Explanation
Magic a police horse with the registered name of "Petroleum Magic", has been with the Mounted Unit since April 1999.
Dr. William M. Gesel, D.V.M., the Mounted Unit's veterinarian, has recommended that Magic be retired from duty as a Mounted Unit horse. Magic's left knee and hoof have been deteriorating for the past year. He has not responded well to the medication and care provided to treat the deterioration.
It is recommended that Magic be sold to Officer John Shoopman who is familiar with Magic's medical problems and his treatment and is the law enforcement officer to whom the animal is assigned.
FISCAL IMPACT:
Since the horse will not be replaced, there will be no fiscal impact on the General fund.

To authorize and direct the Finance and Management Director to sell to Officer John Shoopman, for the sum of $1.00, a police horse with the registered name of "Petroleum Magic" (AKA Magic) which has no further value to the Division of Police and to waive the provisions of City Code-Sale of City-owned personal property.

WHEREAS, "Petroleum Magic" (AKA Magic) has been, a horse with the Division of Police since April 1999; and
WHEREAS, Mounted Unit's Veterinarian Dr. William M. Gesel, D.V.M., has recommended this horse to be retired due to left knee and foot deterioration,
WHEREAS, it is in the best interest of the City to allow this horse to be purchased by Officer John Shoopman for the sum of $1.00; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Finance and Management Director is hereby authorized and directed to sell a police horse with the registered name of "Petroleum Magic" (AKA Magic) to Officer John Shoopman for the sum of $1.00.
