Explanation
BACKGROUND:
The Southeast Area Plan-Bixby Road Economic Development Amendment is an update to the 2000 Southeast Area Plan. The amendment applies to approximately 243 acres north and east of the Bixby Road/US 33 intersection. The Southeast Area Plan (2000) recommended primarily residential uses for this area, however ODOT subsequently developed plans to transform U.S. 33 into a limited access highway and build an interchange at Bixby Road. Because of the future interchange, lower density residential is no longer considered the best land use for the area. The Bixby Road Economic Development Amendment now recommends office, commercial, and mixed-use development. The plan amendment reflects priorities of the Mayor's 21st Century Growth Team, stakeholder input, and coordinated efforts among local jurisdictions. The Development Commission reviewed the plan on September 27, 2007 and voted unanimously to recommend its adoption to City Council.

WHEREAS, the 2000 Southeast Area Plan was developed prior to consideration of a US 33 interchange at Bixby Road; and
WHEREAS, placement of an interchange at that location provides the city with potential economic development opportunities; and
WHEREAS, the Mayors 21st Century Growth Team recommended revision of the Southeast Area Plan in the vicinity of the new interchange to accommodate job creation; and
WHEREAS, a process was undertaken to update the Southeast Area plan, including consultation with stakeholders, discussions with neighboring jurisdictions and other agencies; and
