Explanation
BACKGROUND: This ordinance authorizes the transfer and expenditure of $77,534 within the General Fund for membership dues for various organizations of which the City is a member. The City maintains memberships with various national, state and regional organizations. This ordinance authorizes payments to the National League of Cities, the Ohio Municipal League, the U.S. Conference of Mayors, and the Central Ohio Municipal Alliance. As a member of these organizations, the City of Columbus receives many benefits including seminars and access to a nationwide pool of municipal leaders who share similar challenges, concerns, and initiatives.
This ordinance is submitted as an emergency in order to make timely payments to these organizations.

Funds were budgeted within the citywide account for this expense.

To authorize the Finance Director to transfer $77,534 within the General Fund, Department of Finance, to authorize and direct the Director of Finance to establish purchase orders for the payment of annual membership dues for the City of Columbus for the National League of Cities, the Ohio Municipal League, the U.S. Conference of Mayors, and the Central Ohio Municipal Alliance, to authorize the expenditure of $77,534 from the general fund, and to declare an emergency. WHEREAS, it is in the best interest of the city to continue memberships with the National League of Cities, the Ohio Municipal League, the U.S. Conference of Mayors, and the Central Ohio Municipal Alliance; and
WHEREAS, to maintain these memberships, the City of Columbus must pay dues totaling $77,534; and,
WHEREAS. funds are budgeted within the Department of Finance's citywide account for these memberships; and,
