Title: To authorize the appropriation of $69,600 from the unappropriated balance of the Emergency Human Services Capital Fund to the Department of Development; to approve the grant applications of LifeCare Alliance and Columbus Area, Inc., both seeking emergency assistance for costs associated with the maintenance of their facilities pursuant to Section 371.02 © of the Columbus City Codes, 1959; to authorize the Director of the Department of Development to enter into grant agreements to provide emergency assistance for emergency capital costs associated with the repair and upgrade of their facilities; to authorize the expenditure of $69,600 from the Emergency Human Services Capital Fund; and to declare an emergency. Explanation

BACKGROUND: This ordinance authorizes the appropriation of $69,600 from the Emergency Human Services Capital Fund to the Department of Development and authorizes the expenditure of these funds by directing the Director of the Department of Development to enter into grant agreements with:

LifeCare Alliance, for $50,000 for kitchen equipment and kitchen repairs at the Harmon Avenue and/or Mound Street facilities for the Meals on Wheels Program.

Columbus Area Inc, for $19,600, for chimney and roof repairs and renovation costs of the facility at 1337 Bryden Road that houses the Gateway to Wellness Services Program.

The total amount of these grants is $69,600. This legislation represents agencies to be funded following the Emergency Human Service Application process. The legislation targets those social service agencies, with capital expense needs, that will provide help to families and households through improved access to programs and services by assisting with the capital needs of individual agencies. In addition, the city supports programs and activities so that the greater population is assured access to other community assistance. This funding will allow the process to continue much needed services.

This ordinance is presented as an emergency to allow facility improvements and program requirements to begin immediately thereby avoiding interruptions in program services.

FISCAL IMPACT: A total of $69,600 has been allocated for these grants from the Emergency Human Services Capital Fund.
