Explanation
BACKGROUND: The Board of Health received funds for the Sexually Transmitted Disease (STD) Control grant program from the Ohio Department of Health. The STD Control program enables the Columbus Health Department to identify and prevent sexually transmitted diseases through gonorrhea culture screening, syphilis elimination, gonococcal isolate surveillance, and partner services. Additionally, the Columbus Health Department assures the quality of medical and laboratory services, surveillance, partner services, and data management. All activities are conducted with special emphasis on populations at high risk. The Board of Health will contract with The Research Institute at Nationwide Children's Hospital to provide community education and training for syphilis elimination.
This contract was advertised on Vendor Services in March, 2011, in accordance with the City's competitive bidding requirements (SA003875). Two proposals were received, and The Research Institute at Nationwide Children's Hospital was awarded a contract. The vendor is a nonprofit organization and is therefore exempt from contract compliance.
Emergency Action is required to ensure the continued operation of the STD Control grant program.
FISCAL IMPACT: This contract is entirely funded by a grant award from the Ohio Department of Health. This grant does not generate revenue or require a City match.

To authorize the Board of Health to enter into a contract with The Research Institute at Nationwide Children's Hospital for the provision of community education and training for syphilis elimination services for the period April 1, 2011 through December 31, 2011; to authorize the expenditure of $27,310.00 from the Health Department Grants Fund to pay the costs thereof; and to declare an emergency.
