To adopt the NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) and to direct all first responders to become certified by completing the required IS-700 NIMS training and to declare an emergency.  ($0.00)
 
Body
 
WHEREAS,   since September 11, 2001, the government of the United States of America has created agencies and provided funding resources to provide for the security of the United States, now referred to as Homeland Security; and
 
WHEREAS,   the Department of Homeland Security has developed a National Incident Management System (NIMS) to provide a consistent nationwide template to enable all government, private-sector, and non-governmental organizations to work together during domestic incidents; and
 
WHEREAS,   on February 28, 2003, President Bush issued Homeland Security Presidential Directive-5 requiring Federal departments and agencies to make the adoption of NIMS by state and local organizations a condition for Federal preparedness assistance (grants, contracts, and other activities) by FY 2005; and
 
WHEREAS,  an emergency exists in the usual daily operation in the City of Columbus in that it is immediately necessary to adopt this resolution due to compliance with the Presidential Directive for the immediate preservation of the public peace, property, health and safety; now therefore:
 
 
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.  That this Council adopts the NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) and directs  all first responders to become certified by completing the required IS-700 NIMS training.  
 
SECTION 2.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this resolution is hereby declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the Mayor or 10 days after its adoption if the Mayor neither approves nor vetoes the same.
