Explanation
BACKGROUND: This ordinance authorizes the Board of Health to accept and appropriate $2,600,000.00 in grant funds from the Franklin County Board of Commissioners for the Ben Franklin Tuberculosis grant program, for the period of January 1, 2026 through December 31, 2026.
Ohio Revised Code 339.71-339.89 confers tuberculosis (TB) authority to the Franklin County government, Board of Commissioners offices, which in turn designates Columbus Public Health (CPH) as the tuberculosis control unit for Franklin County. In that capacity, CPH serves as the local authority for all aspects of TB surveillance and reporting, medical management, and prevention and control activities in Franklin County.
FISCAL IMPACT: The Ben Franklin Tuberculosis grant program is entirely funded by the grant from the Franklin County Board of Commissioners and does not generate revenue or require a City Match.

To authorize and direct the Board of Health to accept a grant from the Franklin County Board of Commissioners in the amount of $2,600,000.00 for the Ben Franklin Tuberculosis Program; to authorize the appropriation of $2,600,000.00 and any additional funds from the unappropriated balance of the Health Department Grants Fund. WHEREAS, $2,600,000.00 in grant funds have been made available through the Franklin County Board of Commissioners for the Ben Franklin Tuberculosis grant program for the period of January 1, 2026 through December 31, 2026; and,
WHEREAS, it is necessary to accept and appropriate these funds from the Franklin County Board of Commissioners for the continued support of the Ben Franklin Tuberculosis grant program; and,
WHEREAS, the City may receive additional funds awarded from the Franklin County Board of Commissioners for the support of the Ben Franklin Tuberculosis grant program; and
