WHEREAS, bids were received by the Recreation and Parks Department on March 5, 2013 for the Clover Groff Trail - Franks Park to Roberts Road Project; and
WHEREAS, the contract will be awarded to Strawser Paving Company, Inc. as the lowest and best responsive bidder; and
WHEREAS, an emergency exists in the usual operation of the Recreation and Parks Department that it is immediately necessary to enter into said contract so that work can procede during upcoming construction season; NOW THEREFORE
