Explanation
BACKGROUND: This legislation corrects the signing of a three year contract with Franklin County Sheriffs Office for the collection of DNA and Fingerprints as required under section 109.60 of the Ohio Revised Code. This ordinance authorizes the Director of Public Safety to enter into the contract with the Franklin County Sheriff's Office to collect the required DNA and Fingerprints from arrested persons from January 1, 2025 through December 31, 2028. The original contract was signed in January 2025, but was not signed by the City Attorney or authorized by City Council because it inadvertently followed the procurement process for contracts under $50,000.00. Due to the fact that we are seeking a multi-year contract and that monthly costs have since increased, we are seeking the approval of City Council and the City Attorney to enter into a three year contract. A separate ordinance will be processed to encumber funds for this contract.

EMERGENCY DESIGNATION: Emergency legislation is requested for this ordinance so that continued services can be provided for this vital service in daily operations.
FISCAL IMPACT: Funds for this contract are allocated from the General Budget. A separate ordinance will be processed to authorize funding for this contract.
