Explanation

BACKGROUND: This legislation authorizes the Director of Public Safety to enter into an agreement with Air Flite to serve as a broker for the sale of a 500E MD helicopter which no longer has a use for the Division of Police. To obtain the highest possible revenue from the sale, the use of a broker is the best possible solution due to the uniqueness of this equipment. The City of Columbus has used the services of Air Flite as a broker in the sale of helicopters in 2002, 2006, 2007, and in 2009. The Department of Public Safety is requesting that the provisions of Chapter 329 of the City Code pertaining to the sale of city-owned personal property be waived. By expediting this sale, revenues could be greater than anticipated due to the current demand in the marketplace for this type of helicopter.

This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: This ordinance is being submitted as an emergency measure in order to expedite the sale of the helicopter.

FISCAL IMPACT: The revenue generated from this sale will be deposited in the Special Income Tax Fund.
