Explanation

1. BACKGROUND
This legislation authorizes the Director of Public Service to grant consent and propose cooperation with the Ohio Department of Transportation (ODOT) relative to the FRA-270/670/23D-18.56/0.31/2.82 project, PID 104673, which makes improvements to North Third Street.

The aforementioned effort, which is scheduled to commence in the spring of 2018, consists of sealing the bridge deck on North Third Street (US 23) over the Norfolk Southern railroad yards and Goodale Avenue.

2. FISCAL IMPACT
There is no anticipated cost to the City for this project, as ODOT shall bear all associated construction costs, which are estimated to be $762,000.00.

3. EMERGENCY DESIGNATION
Emergency action is requested to allow ODOT to maintain the planned construction schedule and promote highway safety.

WHEREAS, the Ohio Department of Transportation (ODOT) proposes to seal the bridge deck on Third Street (US 23) over the Norfolk Southern railroad yards and Goodale Avenue; and

WHEREAS, this improvement project is within the Columbus corporate boundaries; and

WHEREAS, this legislation authorizes the Director of Public Service to grant consent and propose cooperation with ODOT relative to the aforementioned effort; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Public Service in that it is immediately necessary to grant consent to ODOT at the earliest time possible so as to allow construction to proceed in accordance with the schedule established by ODOT for this project, thereby preserving the public health, peace, property, safety and welfare; now, therefore
