Explanation
This legislation authorizes reimbursement of up to $1,400,000.00 to the Public Utilities Department, Sewerage and Drainage Division (DOSD) for sidewalk and Americans with Disabilities Act (ADA)-compliant curb ramp installation associated with the ditch enclosure and storm sewer work along Briggs Road (see street limits below and attached map).
During the 2004 construction season, DOSD will let a project to perform ditch enclosure and storm work along Briggs Road from Demorest Road to a point east of CSX railroad tracks. The Transportation Division was also considering installing sidewalks and ADA-compliant curb ramps along Briggs Road to provide a pedestrian walk path for Briggs High School students. In an effort to provide these sidewalks as expeditiously as possible it was decided to include these sidewalk locations with DOSD's project. This will provide for the installation of the sidewalks to commence by the end of the year, saving the three years it would normally take the City to design and install the sidewalks if the work was undertaken separately.
The proposed sidewalks and ADA-compliant curb ramps will be located on the north side of Briggs Road between Brinker Avenue and Woodbrook Lane and on the south side of Briggs Road between Bellflower Avenue and Briggs High School.
Project managers from both divisions worked together to coordinate these two projects. The final cost of the Transportation Division's share was estimated to be $1,400,000.00. This amount is equal to what the Transportation Division would pay to have a contractor mobilize and complete the sidewalk installation work.
Fiscal Impact: The Transportation Division budgeted $1.4 million in the 2004 Capital Improvements Budget for sidewalks for the Briggs Road project. This ordinance authorizes a reimbursement of $1.4 million to the Division of Sewerage & Drainage.
