Explanation
Background: This legislation authorizes the Public Service Director to enter into a contract for the Transportation Division for a professional services engineering contract for the Milo-Grogan Improvements project with Dynotec, Inc., 1925 East Dublin-Granville Road, Suite 106, Columbus, Ohio 43229 in the amount of $920,000.00. This project is being developed as part of the Neighborhood Commercial Revitalization (NCR) program. The requested engineering services include designing a streetscape to create a unique identity for the Milo-Grogan community and enhance the historic features that are still present. The streetscape involves sidewalk and curb replacement, signal design and related work, street trees, trash receptacles, bus shelters, railroad bridge enhancements, a community park, a gateway feature, ADA compliant curb ramps and other engineering related services as required. The boundaries are as follows: The project is located along on Cleveland Avenue and Fifth Avenue. The project limits are (north) Cleveland Ave. north of Camden Ave. at the Conrail tracks, (south) Cleveland Ave. at the Conrail track south of First Ave., (east) Fifth Ave. at Interstate 71, and (west) Fifth Ave. at the Conrail tracks east of Grant Ave. $6,500,000.00 in Funds for construction are scheduled as part of the NCR program in 2009 and 2010.
The selection process for the professional service contract has been done in accordance with provisions of Chapter 329 of Columbus City Codes 1959. Thirteen firms submitted letters of interest and five firms were invited to submit more detailed proposals: Columbus Engineering Consultants, Inc., Dynotec Inc., EMH&T, ms consultants, and Woolpert.
The Transportation Division evaluation committee determined that Dynotec Inc., CC #31-1319961 (expires July 15, 2005), submitted the best overall proposal for this work.
