Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to modify the construction contract with Kokosing Construction Company, Inc. for the Southerly Wastewater Treatment Plant New Headworks Project. The modification amount requested under this ordinance is $495,000.00; the contract total including this modification will be $46,442,099.00.
This contract modification will provide for the payment of work associated with the temporary modifications to the plant's 15,000 Volt overhead electrical distribution grid, and to provide steel friction piles needed to be installed by a later contract in the current program, as recommended by the City's Professional Program Manager (PPM) for the 2006-2010 Plants Wet Weather CIP program.
The Wet Weather Management Plan (WWMP), which the City developed in compliance with the City's Consent Decree with the State of Ohio, includes the requirement that the effluent pumping facilities and secondary clarifiers at the Southerly plant be extensively upgraded. This upgrade work is currently being designed, and will be bid separately in 2007. To assure the success of that upgrade project, the design engineer and the PPM have recommended to the City that this additional work be immediately added to the S67 contract, which is currently under construction, in order to allow the two following contracts to begin work as soon as they are bid, award is recommended, loan assistance is obtained, the contracts are authorized, and the contracts are fully-executed. The PPM has recommended that the only practical way to meet the City's general project schedule commitments to EPA is to immediately undertake these work items as a part of the work of an existing construction contract at the Southerly plant.
