BACKGROUND: Columbus Public Health (CPH) has been awarded a grant from a pass through agency, The Ohio State University (OSU); primary funding source originates from the Centers for Disease Control and Prevention (CDC). This funding supports SUD intervention grant program for adapting the public health disease intervention specialist (DIS) model for proactive substance use disorder (SUD) intervention. This ordinance is needed to accept and appropriate $47,174.00 in grant monies to fund the OSU SUD Intervention grant program, for the period September 30, 2025 through September 29, 2026.

In partnership with The Ohio State University, Columbus Public Health seeks to mimic the Passport to Partner Services as a means of supporting persons with substance use disorder in accessing treatment services for themselves and their social networks. Furthermore, the program seeks to increase HIV and STI screening among persons with substance use disorder.

CPH submitted the initial grant application on December 2025 and was working with OSU when the grant funding was delayed. OSU recently informed CPH that funding was reinstated and awarded CPH $47,147.00 for the grant period starting September 30, 2025 and ending September 29, 2026. This ordinance is submitted as an emergency to avoid being at risk for forfeiture of funds and grant start date of September 30, 2025.

FISCAL IMPACT: The OSU SUD Intervention Grant program is entirely funded by The Ohio State University and does not require a city match. ($47,147.00)
