BACKGROUND:
This ordinance authorizes the Director of the Department of Technology to enter into an agreement with Environmental Systems Research Institute (ESRI) for professional services to assist the City with upgrading its geographic information system (GIS) to version 10.2. Professional services from ESRI will enable the City to review its GIS system architecture, assure that the migration to version 10.2 meets best practice standards, and continue to enhance the GIS system. The term of the agreement will be for one year from the date of a purchase order certified by the City Auditor’s Office, and will provide for needed professional services at a cost of $66,268.00.

The City’s technology standard for GIS software is ESRI ArcGIS. The City’s GIS system supports several business applications, such as web-based applications utilized by city residents and city employees, crime mapping, My Neighborhoods, Capital Improvement Projects Map, and the Zoning Map applications, Citywide desktop software used for data maintenance and analysis, as well as other GIS data products.

There is an immediate need to obtain professional services from ESRI to review existing ArcGIS system architecture and provide recommendations for optimizing the system for the latest ESRI technology, version 10.2. As the GIS system manufacturer, ESRI has unique technical knowledge of its software, not available from other vendors. So it is in the best interests of the City to obtain services from ESRI to meet immediate needs for professional services. As such, this ordinance requests a waiver of competitive bidding requirements in accordance with section 329.27 of Columbus City Code.
