Explanation
BACKGROUND:
This legislation authorizes the Director of the Department of Development to modify the Regional Growth Strategy Phase II consultant contract DL010653-DL010654 with the Mid Ohio Regional Planning Commission (MORPC) by extending the term of the contract to December 31, 2006. This time extension will enable the contractor to fulfill its contractual obligations.
This ordinance is presented as an emergency to allow contract services to continue without interruption.
FISCAL IMPACT:
No additional funds are required for this legislation.
Title
To authorize the Director of the Department of Development to modify the Regional Growth Strategy Phase II contract with MORPC by extending the contract to December 31, 2006; and to declare an emergency.
Body
Whereas, the Development Department's contract with MORPC began on May 17, 2005 and
Whereas, the purpose of this contract is to develop Phase II of the Regional Growth Strategy, including a Conceptual Development Framework to illustrate a preferred approach to future development of the seven-county central Ohio region; and
Whereas, the contract was to be completed on March 31, 2006; and
Whereas, insufficient time exists to complete the proposed Regional Growth Strategy within the existing time limitations; and
Whereas, an emergency exists because the work must continue uninterrupted; and
Whereas, this extension will enable MORPC to fulfill their contractual obligations; and
Whereas, no additional costs will be associated with this extension; and
Whereas, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director of Development to modify Contract DL010653-DL010654 with MORPC by extending the term of the contract to December 31, 2006, thereby preserving the public health, peace, safety and welfare; NOW THEREFORE,
