Explanation
BACKGROUND:Need. This legislation authorizes the Director of Public Utilities to enter into an agreement with Evans, Mechwart, Hambleton & Tilton for professional engineering services for the Pilot Wetlands Mitigation Project. The Department of Public Utilities has a need for a wetland mitigation project due to impact to existing wetlands on some currently on-going, and, potentially future projects. This is a joint project with the Division of Water and the Sanitary Section of the Division of Sewerage and Drainage.
This legislation authorizes the transfer of monies with the 1991 Voted Sanitary Bond Fund, Fund 664, in order to provide the necessary funds. It also amends the 2002 Capital Improvements Budget.
Bid Information. The selection of the firm providing the professional engineering services has been performed in accordance with the procedures set forth in Columbus City Code, Section 329.12, "Awarding professional service contracts through requests for proposals." A notice of Request for Proposals appeared in the City Bulletin on March 15 and 22, 2003. Proposals were received on March 26, 2003. Seven consultants submitted Proposals.
Upon review of the technical proposals, the offerors have been ranked using criteria specified in City Code, and other criteria, specifically: competence to perform the required service, experience of Subconsultants' personnel, the feasibility/quality of the technical proposal, project schedule, evaluation of additions/deletions to basic Scope of Services, ability to perform expeditiously, availability of personnel, cost evaluation, past performance of the offeror, evaluation of tasks/activities and hours, work to be performed in Franklin County, and contracted backlog of work with Stormwater Management Section.
Based upon these criteria, Evans, Mechwart, Hambleton & Tilton was selected as the highest ranked offeror.
