Explanation

BACKGROUND: For the option to purchase Highway Rock Salt for the Department of Transportation, the largest user, and for other City agencies as needed. The term of the proposal Universal Term Contract option contract would be through July 31, 2009. The Purchasing Office opened formal bids on August 3, 2006.

The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (# SA 002110). Bids solicited: 7: (REG: 6, & M1A: 1). Bids received: 5. (REG: 4, & M1A: 1).

The Purchasing Office is recommending award of a contract to the lowest, responsive, responsible and best bidder as follows:

Cargill Inc., - Deicing Technology Business Unit, #41-0177680 , ACT through 7/27/07, All items

Estimated annual expenditure is $1,300,000.00

This company is not debarred per the Federal Government Excluded Party Listing System. And is not listed with the Auditor of State for unresolved findings.

FISCAL IMPACT: Funding to establish this option contract is budgeted in the Universal Term Contract Fund. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
