Explanation
BACKGROUND: The Columbus Health Department has been awarded additional funds from the Franklin County Board of Commissioners for the Ben Franklin Tuberculosis Clinic through December 31, 2007, for the detection, surveillance, and containment of tuberculosis. This ordinance authorizes the acceptance of the additional grant award and the appropriation of $240,500.
Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: This program is entirely funded by the Franklin County Board of Commissioners Ohio Department of Health and is budgeted in the 2007 Health Department Grants Fund. This grant will not generate revenue or require a City match.

To authorize and direct the Columbus Health Department to accept additional grant funds from the Franklin County Board of Commissioners in the amount of $240,500 for the continued operation of the Ben Franklin Tuberculosis Clinic; to authorize the appropriation of $240,500 from the unappropriated balance of the Health Department Grants Fund, and to declare an emergency. WHEREAS, additional grant funds have been made available through the Franklin County Board of Commissioners for the continued operation of the Ben Franklin Tuberculosis Clinic at the Columbus Health Department; and,
WHEREAS, it is necessary to authorize the acceptance and appropriation of the additional grant award; and,
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
