Explanation

BACKGROUND
This ordinance authorizes the Director of Public Utilities, Division of Water to enter into a service contract with IBI 1 LLC for the service of painting fire hydrants using all equipment and labor needed to perform the work according to the specifications and estimated quantities in an amount of up to $100,000.00. The City of Columbus will provide all pretreatment, primer and paint material needed for this project.

If unforeseen issues or difficulties are encountered that would require additional funding, a modification would be required.

PROCUREMENT:
The Department of Public Utilities solicited competitive bids through the Vendor Services and Bonfire websites from August 8, 2024 to September 4, 2024 for hydrant painting services in accordance with the relevant provisions of Chapter 329 of City Code (RFQ028406). Eleven (11) bids, nine (9) by minority vendors, were received. All bids but three (3) were deemed responsive and were evaluated on September 9, 2024. The committee recommended that IBI 1 LLC be awarded the contract. The committee determined their proposal was strong because it demonstrated a full understanding of the scope of work and met the requirements of the RFQ, and due to their strong project team with clear roles and responsibilities.

The term of this contract shall be for a period of one (1) year from the date of execution to October 31, 2025 with two (2) renewal options. For each year of the contract, funding is contingent on funding availability, mutual agreement between the parties, approval of City Council, and appropriation and certification of funds by the City Auditor.
