Title: To adopt The Franklinton Plan as the city's official policy document for development, redevelopment, revitalization, and infrastructure improvements within Franklinton.
Explanation

BACKGROUND: The Franklinton Plan was prepared in response to recent developments in and around Franklinton, most notably the West Columbus Local Protection Project, better know as the Franklinton Floodwall. The document is intended to replace the existing plan for Franklinton, which was adopted by City Council in 1991.Developed within the framework of the Columbus Comprehensive Plan, provisions of The Franklinton Plan are intended to safeguard and enhance the quality of life for Columbus residents. To this end, the plan provides polices to guide future development and revitalization within the Franklinton Planning Area.Facilitated by the city of Columbus Planning Division, the plan was prepared in conjunction with a committee of community stakeholders. As a result, polices set forth in The Franklinton Plan reflect the goals and aspirations of the community-at-large. The plan was presented to the Franklinton community at two public open houses held during the month of May. Subsequent to public review and comment, the plan was endorsed by the Franklinton Area Commission and the Franklinton Board of Trade on June 10, 2003.

FISCAL IMPACT: No funding is required for this legislation.

WHEREAS, the purpose of The Franklinton Plan is to guide future development, redevelopment, revitalization, and infrastructure improvements within the Franklinton Planning Area; and

WHEREAS, the Franklinton Planning Area is defined as the area generally bound by the Scioto River on the north, the first set of railroad tracks west of Starling Street on the east, Greenlawn Avenue/city of Columbus corporate limits/Mound Street on the south, and Central Avenue/I-70 on the west; and
