Background:
- Bids were received by the Recreation and Parks Department on September 27, 2005, for the Trail Safety Improvements Project, as follows:

WHEREAS, bids were received by the Recreation and Parks Department on September 27, 2005, and the contract for the Trail Safety Improvements Project will be awarded on the basis of the lowest and best responsive and responsible bidder; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract as initial stages of work need to begin fal 2005 for spring 2006 asphalt work; now, therefore
