Explanation

This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with DLZ Ohio, Inc. for the development of permit plans for roadway access into the canoe and kayak launch area at Olentangy River Road and King Avenue.

Background: At the crossroads of Olentangy River Road and King Avenue is a small piece of land that provides direct access to the Olentangy River. The site is just upstream of the removed 5th Avenue dam. As City wide efforts continue to remove low-head dams, stop combined sewer overflows, and limit excessive overland flow of stormwater, the public begins to drive interest for greater accessibility to the Olentangy River. This property on the corner of Olentangy River Road and King Avenue will be the fifth access point on the 8.5 mile Olentangy Water Trail. Currently, DLZ has provided their engineering and design services on a pro bono basis to prepare construction bid plans for the City of Columbus.

The costs for this project will be $28,928.00 with a contingency of $5,800.00 for a total of $34,728.00.

The department is requesting the waiver of the formal bidding provisions of the Columbus City Codes to enter into a contract with DLZ Ohio, Inc. due to the time and service donation that has already been completed on the other portions of this project.

Emergency Justification: An emergency exists in the usual daily operations of the Recreation and Parks Department so that final plans can be underway to allow for City permits review and acceptance so that construction has the ability to be performed in the fall while the water is low.
