Explanation
BACKGROUND: The City’s Recreation and Parks Department (“CRPD”) is engaged in the West Franklinton Greenspace Project (“Public Project”). In March of 2022 the Department applied for Clean Ohio Conservation Funds towards the West Franklinton Greenspace Project for the fee simple acquisition of property located at 1213 and 1217 West Broad Street currently owned by Cheryl Neer and Beverly Overmyer (“Property”). CRPD received notice that the grant was approved in July of 2022 and is now moving forward with the acquisition of the Property.
The purpose of this acquisition is to acquire 0.76 acres of greenspace in the West Franklinton community, at West Park Avenue and West Broad Street. This project will add additional public greenspace adjacent to existing parkland, provide open space for trees, and increase passive recreation opportunities.
CONTRACT COMPLIANCE: Not applicable.
FISCAL IMPACT: $370,000.00 is budgeted and available from within the Recreation and Parks Grant Fund 2283 and Voted Bond Fund 7702 to meet the financial obligations of this acquisition.
EMERGENCY JUSTIFICATION: Emergency action is requested in order to acquire the Real Estate and allow the Recreation and Parks Department to complete all contract contingencies to meet the city council approval deadline of October 28, 2024 and timely complete the Public Project without unnecessary delay, which will preserve the public peace, health, property, safety, and welfare.
