Explanation

Background:
This ordinance will authorize the appropriation and transfer of $76,000.00 from the Special Income Tax Fund No. 430 to the Voted 1995 and 1999 Parks and Recreation Bond Fund No. 702, and to authorize the Director of Recreation and Parks to enter into a contract with DLZ, Inc. for professional services in conjunction with the renovation of facility roofs.

Services will include schematic design, construction document services, bidding/negotiation services, construction observation, and warranty inspection.

A contingency amount of $7,000.00 is being included in this project

DLZ, Inc. was selected for this project from proposals received from nine (9) consulting firms . Four firms were interviewed and it was determined that DLZ, Inc.'s proposal and experience exceeded the other firms. DLZ, Inc. was selected based on experience, availability, knowledge of project site, and master planning experience.

Contract Compliance Number for DLZ, Inc. is #31-1268980.

Emergency action is necessary to allow construction to begin as soon as possible as a number of roofs are currently leaking and causing damage to facilities.

Fiscal Impact:
The transfer of $76,000.00 from the Special Income Tax Fund to the Voted 1995 and 1999 Parks and Recreation Bond Fund is a temporary measure until the City sells notes or bonds to fund these improvements.

$76,000.00 is budgeted in the Voted 1995 and 1999 Parks and Recreation Bond Fund to meet the financial obligation of this project.
