Explanation
BACKGROUND: This ordinance authorizes the Public Service Director to enter into contract for the Facilities Management Division with Commercial Flooring Solutions for the renovation and installation of flooring at various Police Division buildings. The renovation will consist of the removal of existing flooring, preparation of the floor for the new installation, and the installation of new flooring. The current flooring in many of the these noted areas are deteriorated and may be a trip hazard. The following locations are included in this project: The lobby/information desk area, fourth floor hallway, and eighth floor hallway of the Central Safety Building, 120 Marconi Boulevard; the hallways of the Police Property Room, 1250 Fairwood Avenue; the firing range and office area at the Police Academy, 2609 McKinley Avenue; the roll call room and offices at Police Substation 4, 2637 Deming Avenue and Police Substations 9/14, 3022 Winchester Pike.
The contractor has 365 calendar days upon notification of the award of the contract to complete the work. The contract includes four one-year renewals at the discretion of the City.
Formal proposals were solicited on October 13, 2004, and two bids were received on October 26, 2004, as follows (0 MBE, 1 FBE*):

The Facilities Management Division recommends the contract award to the most responsive and responsible bidder, Commercial Flooring Solutions.
Fiscal Impact: The Police Division budgeted $170,000.00 for flooring renovations in the Capital Improvement Budget. The cost of this contract is $28,305.00. Commercial Flooring Solutions Contract Compliance Number 31-1141056, expiration 10/28/2007.
