Explanation
The Public Service Department, Transportation Division, engaged the services of Barr Engineering, Incorporated, to design the North High Street - Flint Road to Delaware County Line project as authorized by Ordinance 2088-1996 passed by City Council December 17, 1996. This project is being designed to widen North High Street between Flint Road and the Delaware County line and includes the installation of sidewalks, curb ramps and traffic signals. This design consultant was selected in accordance with provisions of City Code Chapter 329 dealing with professional service contracts.

This legislation authorizes the Public Service Director to modify and increase this contract by $44,817.00 to design a right turn lane from southbound High Street to westbound Lazelle Road and to add sidewalk and curb ramps along the west side of High Street. This modification is an addition to the original scope of services but is a continuation of the existing work being performed and it would not be practical to contract with a different consultant. It also recognizes a change in the vendor's name from Barr Engineering, Incorporated, to Barr and Prevost.

Barr and Prevost's contract compliance number is 31-1347309; this expires November 18, 2006. We have negotiated new hourly rates for this modification because the current contract is nine (9) years old. Costs have increased by approximately three percent (3%) per year for the past eight years. The overhead rate and percentage of profit from the original contract were used because they are still valid.

Fiscal Impact: The Transportation Division budgeted $46,228 in the 2005 Capital Improvements Budget for the design modification for the Flint Road to Delaware County Line project. Actual funds will be available within the 1995, 1999 Voted Streets and Highways Fund in the Arterial Street Rehabilitation project as a result of the Fall 2005 bond sale.
