Explanation
This legislation authorizes a modification to the design contract with Eriksson Engineering Limited for the Minnesota Avenue, Riverview Drive and Elmore Avenue project. This project will reconstruct each roadway and improve drainage. The project limits for this design contract are Minnesota Avenue from Joyce Avenue to Parkwood Avenue, Riverview Drive from its west terminus to Olentangy River Road, and Elmore Avenue from Karl Road to the east corporation limits.

The contract modification is necessary to provide additional design services to design a replacement traffic signal for the intersection of Elmore Avenue and Karl Road. This signal is beyond its useful life and it is in the City's best interest to replace the signal with the reconstruction of Elmore Avenue.

Eriksson Engineering Limited, contract compliance number 31-0795972 (expires October 15, 2006), was selected in 2000 in accordance with City Code Chapter 329 for awarding professional service contracts. This modification is an addition to the original scope of services but is a continuation of the existing work being performed and would not be practical to contract with a different consultant. We have negotiated new hourly rates for this modification because the current contract is five (5) years old. Costs have increased by approximately three percent (3%) per year for the past eight years. The overhead rate and percentage of profit from the original contract were used because they are still valid.

The original contract amount was for $317,225.00. The total of this modification is $15,200.00. This contract was previously modified for $208,000.00 per Ordinance 0266-2004 passed by City Council September 20, 2004 to separate out each roadway so that it could be bid as a separate project, provide additional improvements at the intersection of Riverview Avenue and Olentangy River Road and revise curb ramp designs because ramp design standards have changed since this project was...
