Explanation
1. BACKGROUND
This ordinance authorizes the Director of Finance and Management, on behalf of the Director of Public Service, to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of Parking Meter Payment Systems for the Department of Public Service, Division of Parking Services.
The Department of Public Service, Division of Parking Services, is responsible for implementing and monitoring systems to accept payment for parking. The Division of Parking Services has a need to purchase updated parking meter payment systems. The division will replace much of the current system’s parking meters, which are nearing the end of useful life, with an updated system and equipment. The remaining system and equipment will continue to be used until such time as it is no longer needed. The City will have a multiple year Universal Term Contract established for Parking Meter Payment Systems with Parkeon/Flowbird, contingent upon concurrent passage of Ordinance 2926-2021.
The following Purchase Agreement association requires approval by City Council in order to expend more than $100,000.00 on a Universal Term Contract, per City Code 329.19(g):
Parkeon/Flowbird, purchase agreement to be determined, Parking Meter Payment Systems.
Searches in the System for Award Management (Federal) and the Findings for Recovery list (State) produced no findings against Parkeon/Flowbird.
2. CONTRACT COMPLIANCE INFORMATION
The contract compliance number for Parkeon/Flowbird is CC040030 and expires 10/29/2023.
3. FISCAL IMPACT
Funds will be budgeted, appropriated, and available for this expenditure in the Parking Meter Fund, Fund 2268, contingent upon the passage of Ordinance 2803-2021.
4. EMERGENCY DESIGNATION
The department requests emergency designation for this legislation so that the parking meter payment systems can be implemented and equipment can be ordered, installed...
